ProgeCAD 2008 Smart 8.0.11 is an excellent design program for CAD that´s free if you use it personally (if you want a version for business you need to contact the authors) that operates under the most modern IntelliCAD engine.

ProgeCAD comes equipped and integrated with all the tools necessary for CAD design of DWG files, that lets you do the following tasks: model ACCISS solids, generate photorealistic images, PDF, DWF and o2c printing, manage Raster Images, convert Raster to Vector, block libraries, personalize it with VB, VBA, C++ and Lisp, etc.
